Licensing

Many municipal licenses are processed and issued through the City Clerk's Office. Licenses are required for the following operations or activities:

Animals

Dog and Cat Licensing

  • All dogs and cats over the age of three months must be vaccinated against rabies and receive an annual license. The license fee is $15 per calendar year for an altered dog or cat, or $20 per calendar for a dog or cat that is not spayed or neutered. Renewal forms are mailed to owners in November each year. The renewal due date is December 31st. Late fees of $2.50 per month are assessed beginning January 1st.
  • No more than a total of three (3) dogs and cats can be maintained at a residence.
  • To temporarily receive permission to maintain more than three dogs/cats, a Multiple Animal License must be obtained. Cottage Grove City Code limits the total number of dogs and/or cats under a Multiple Animal License to five (5).
  • Maintaining a breeding/boarding/training kennel in a single-family residential zoning district, or in any other zoning district without a conditional use permit, is prohibited.
  • There are several city ordinances that address pets and pet licensing in Cottage Grove.  They can be viewed online by going to the Sterling Codifier web site and going to Title 5- Police Regulations and then Chapter 4 - Animal Control.

Wild or Exotic Animals
Keeping any animal that is normally considered wild, ferocious, or vicious by nature, is prohibited, and defined in City Code 5-4-1.

 

Contractors

Contractors doing building construction/remodeling work in the City of Cottage Grove must be licensed. 

Business Licenses
Alarm Systems (Commercial): Any alarm installation designed to be used for the prevention or detection of burglary, robbery or fire on a premise, which directly or indirectly summons Department of Public Safety personnel.   Ordinances are detailed on the Sterling Codifier web site by going to Title 3 - Business and License Regulations and then Chapter 7 - Alarm Systems.

Mixed Solid Waste/Recycling Collector/Haulers (Commercial and Roll-Off Services): To haul or collect garbage, refuse, recyclables, yard waste, construction/demolition waste or white goods, a commercial license must be obtained. No residential licenses are currently available. Ordinances are detailed on the Sterling Codifier web site by going to Title 4 - Public Health and Safety and then Chapter 2 - Mixed Solid Waste and Recycling.

Solicitor Registration: Any person soliciting, taking or attempting to take orders for purchase of any goods, wares or merchandise, including magazines, books, periodicals or personal property of any nature, or services of any kind, for delivery in the future, must register with the City (does not include newspaper sales). A Peddler License must be obtained by any person carrying or transporting goods, wares, merchandise, or other personal property, and offering or exposing such merchandise for sale, attempting to sell, or making sales and immediate deliveries to purchasers of such merchandise. Even with a current solicitor registration or peddler license, it is a violation of Cottage Grove City Code for solicitors or peddlers to attempt to do business at a property displaying a No Solicitors or Peddlers sign. Residents may click here to obtain and print a sign suitable for posting on their property.

Other Business Licenses
The Cottage Grove City Code Title 3, Business and License Regulations, also requires licenses for the following activities. Applications may be obtained by contacting the City Clerk's Office at (651) 458-2814.

Amusement: To operate a billiard center, bowling alley, game room, golf course, mechanical amusement devices, a theater and public skating rink. Ordinances can be viewed at Sterling Codifier web site by going to Title 3 - Business and License Regulations and then Chapter 1 - Amusements.

Bingo and Gambling: Ordinances can be viewed at Sterling Codifier web site by going to Title 3 - Business and License Regulations and then Chapter 2 - Bingo Games and Gambling.

Tobacco Sales: Ordinances can be viewed at Sterling Codifier web site by going to Title 3 - Business and License Regulations and then Chapter 6 - Tobacco Sales.

Pawnbrokers and Secondhand Goods Dealers: Ordinances can be viewed at Sterling Codifier web site by going to Title 3 - Business and License Regulations and then Chapter 5 - Pawnborkers and Secondhand Goods Dealers.

Massage Business and Massage Therapist Licenses: Ordinances can be viewed at Sterling Codifier web site by going to Title 3 - Business and License Regulations and then Chapter 8 - Saunas and Massage Parlors.
