Cottage Grove Business Accelerator 2/6/12
Once the decision was made to relocate personnel from the current City Hall at 7516 80th Street the City began thinking about the future use for the property at the corner of Hemingway and 80th Street. Given that this property is located at the periphery of the Gateway Redevelopment District it has been believed that repositioning this property as a commercial use was a likely outcome. It was noted in a City publication (FAQ document on 2/28/11 posted to the City website) that remarketing the facility would occur once a certain timeline for the PSCH project was established.
Current City Hall Building
The City Council recently was asked if it was appropriate to re-use the current City Hall building given past suggestions by the city of the buildings’ deficiencies. The City commentary about deficiencies have related almost exclusively to continued use of the building as a public safety facility. The deficiencies of this building have been most completely presented in a FAQ dated 9/17/10 as it relates to future public safety use. Building deficiencies were reinforced by Public Safety Director Woolery in a South Washington County Bulletin viewpoint article of 9/27/10.
The City has not provided as a rationale for the new PSCH facility that the current building was not habitable. Instead, the City has opined that the Public Safety Department could no longer function out of spaces that were not code compliant for use as a public safety facility and were not amenable for updating as a public safety facility. Further, that we had staff located in closets due to the fact that the City operation had outgrown the facility. The building systems themselves are functional and have been well maintained, particularly over the past decade.
In June 2011 the Economic Development Authority Board (EDA) began reviewing the opportunities to make use of the current City Hall as a business incubator. The EDA created a team led by board member Paul Poncin to research metro area incubator facilities, to meet with operators of these facilities, and to attempt to determine capital outlay needs of the current building which may be necessary to reposition this building within the marketplace.
After several months of deliberation the EDA has determined that creating a business accelerator within the current city hall meets the mission of the EDA which is to recruit and retain quality commercial/industrial partners. Guiding principles include promoting quality jobs, fostering cooperation between the public and private sectors, utilizing sound financial practices, and encouraging quality development. A business accelerator would meet these guiding principles.
The EDA has approved a contract with an entity with whom the partners are familiar with, and have been successful with, operation of a business incubator. The EDA has reviewed a project pro-forma that projects positive cash during the initial operating years of a business accelerator. Further, the EDA believes that a Cottage Grove business accelerator will provide a facility which will provide the opportunity for early stage companies to thrive and grow. A longer term goal of the EDA for this project would be to maintain relationships with Accelerator tenants such that when those tenants are prepared for the next stage they will continue to operate within the Cottage Grove market.

Wednesday November 2nd, 2011 – 85th Street Ravine Parkway Construction Update
Utilities – The watermain and sanitary sewer to serve the new Public Safety City Hall building been completed. Construction of a new storm sewer system has also been completed.
Roadway – Paving on the extension of 85th Street and Ravine Parkway has been completed. This will be the entrance to the new Cottage Grove Public Safety / City Hall building. The remaining layer of blacktop will be done next year. The concrete walk has been completed along 85th Street and of Ravine Parkway. The finishing touches are being done the new street lights on 85th Street and Ravine Parkway. Turf establishment has begun on Ravine Parkway and will continue for the next few weeks. The trees and plant bedding been completed. The roadways will remain closed to the public until the spring of next 2012. They are open only for construction traffic to the new Public Safety / City Hall building.
Bridge Construction – Construction of the new bridge on Ravine Parkway is underway. The major portion of the bridge has been completed. There will be some finish work being done on the concrete for the next couple weeks. The final lift of concrete will be installed the spring of 2012. The bridge will remain closed to vehicle traffic until the spring of 2012.
Trail Access – All the trails have been reopened with the exception of the trail connection beneath the bridge. That will remain closed while work is being done on the bridge. It will reopen daily and weekends after work hours until bridge work has been completed for the year. Please obey the trail closed signs for your own safety and the safety of the workers. The placement of gravel, concrete curb and the first two layers of blacktop for the new roadway have been completed. The remaining layer of blacktop will be done next year. Portions of the concrete walk have been completed along 85th Street and a large portion of Ravine Parkway. The new street lights are currently being installed on 85th Street and Ravine Parkway.
Bridge Construction – Construction of the new bridge on Ravine Parkway is underway. The setting of the bridge beams has been completed. The contractor is now building the formwork to install the bridge deck. The bridge deck will be poured Wednesday Sept 28th in the morning.
Trail Access – The existing trail from Ravine Lake to 85th Street is closed at the north end and will remain closed until sometime this fall. This is due to the construction of Ravine Parkway and the new bridge. This creates a very hazardous condition for any pedestrian or bike traffic through this area. We ask that people refrain from trying to enter this area for their own safety and the safety of the workers.
We are currently working on the section of the bike trail along the east side of Ravine Parkway. This will possibly be paved the end of this week or early next week. The trail closed signs will be removed when the paving has been completed. This will open access from 85th Street to the lower section of Washington County Ravine Park. The trail that parallels Keats Avenue South from 85th Street to 90th Street is open and should remain open.

Council Awards Construction Contract at the 9/21/2011 Council Meeting
At its regular meeting of September 21, 2011 the Cottage Grove City Council awarded a contract to Graham Construction Services in the amount of $13,021,000 to build the City’s Public Safety / City Hall project at 12800 Ravine Parkway South, in Cottage Grove. Graham is employee owned with offices in Eagan, Minnesota. Including design, environmental, equipment, legal, other fees and contingencies the total project estimate can now be reduced to $15,708,491. The award of this contract is the culmination of community conversations since 1993 about facility needs. The new 66,657 square foot building will replace the current 24,148 square foot facility constructed in 1968.
A public project began appearing within the City Capital Plans in 2001. As noted by Mayor Myron Bailey, “after talking about upgrading our Public Safety / City Hall facilities for over ten years I am very pleased that we have finally brought this project to reality. I am proud of our staff and Council and thank past Councils for their wise management of fiscal policy, which allows us to complete this project at this time.” Council Member Derrick Lehrke added, “it has been a difficult road (for this project) and I look forward to completing this next chapter.”
The chosen site was selected through the 6,000 acre community based East Ravine planning process that began in 2003. This process resulted in an agreement for a City / County campus in 2005 which resulted in the Washington County South Service Center construction in 2007 which will now be a neighbor to the City project. Cottage Grove had initially scheduled this project, following a 2006 Space Needs Study for 2008. Ultimately, in 2010, the City Council affirmed a revised project schedule for the 2011-12 timeline. That timeline was picked due to an expectation of positive construction pricing and the ability of the City to fit project funding and financing within expected resources.
While 12800 Ravine Parkway will be the seat of local government as of October 2012, most of the space within the building is allocated for Public Safety uses. Only 28% of the project size is dedicated to general government, public spaces, or mechanical systems. The balance of the building includes enclosed parking for 40 public safety vehicles, detention, investigation, evidence, public safety office, support, and shared spaces. “Our Public Safety team is in desperate need of an updated facility to best serve our residents now and into the future,” remarked Council Member Justin Olsen. “The opportunity to make this happen now at a zero dollar increase in our tax levy due to an extremely favorable bidding environment is truly a huge win for the taxpayer. Further, future Councils will realize the benefit of not having to take on a project of this scope for decades into the future.”
“As part of the Graham team there are a host of subcontractors and suppliers who will contribute to the success of this project,” according to Council Member Jen Peterson. Included will be Bolander and Sons Excavating, Weise Masonry, RTL Construction, Berwald Roofing, Interclad, Harrison Tile, Master Mechanical, Northern Air, and Premier Electric, all located in the Twin Cities, and Total Fire Protection of Sioux Falls. Ms. Peterson opined, “I am pleased that well over 100 construction jobs should be contributing skilled labor to this project in addition to those jobs secured or created at their material suppliers. That will benefit our hard working friends, family and community members and right now, that is much needed.”
In reviewing the bid award recommendation to Graham, Council Member Dave Thiede noted, “at first I was concerned that the selection process was not robust enough to select the best contractor. After further review of the decision matrix variables I am confident the process was a good one. This is further validated in that each of the three finalists moved forward by our Best Value team are at the top of their field in quality standards.”
Hay-Dobbs Architecture conducted the 2006 Space Needs analysis and Wold Architects and Engineers took the project from there to this bid award. “We have had very high quality design assistance on this project from the start,” according to Mayor Bailey. “Wold has worked hard to achieve our goal of getting to this stage with projected costs well below our initial project budget. City Team Selects Preferred Contractor - September 2, 2011
The City of Cottage Grove Best Value team has selected Graham Construction Services as having achieved the highest combined score among three finalists interviewed for the Public Safety / City Hall construction project. The other finalists are Knutson Construction and JE Dunn Construction.
The project now moves into the Pre-Award phase which will be completed with an anticipated award of a contract on September 21, 2011. In the interim the City Project Team will work with the apparent Best Value Contractor, Graham, on proposed value added recommendations and on ensuring that the Contractor has the ability to complete the project on budget and on schedule without significant identified challenges.
Graham has been selected to proceed to this next stage due in large part to its experience and project approach. Green technologies are an important ideology that they will bring to this project. It is also anticipated that Graham will ensure that the community is well informed during each stage of the construction project. They have a strong balance sheet, are employee owned, and bring with them solid relationships with the trades and with their subcontractors which is an extremely important component toward project success.
The City Council had set a $17 million project budget in July, 2010. Upon completion of the architectural design phase in June the project cost estimate was set at $16,196,000. Each of the three finalists provided proposals below that project cost estimate.
Pre Bidders Conference - August 25, 2011
The City hosted a pre-bidders conference for the Public Safety / City Hall project on August 3, 2011. The intent of this meeting was to ensure that all potential bidders fully understood the Best Value bid process and City goals for our project. Essentially, the Best Value process allows the City to award construction of the project to the most highly qualified bidder which is not necessarily the lowest bidder. The expected outcome of this process is a reduction in contractor generated change orders which could drive project costs beyond budget parameters.
Bid proposals from interested general contractors were received by the City on August 18, 2011. The City received proposals from nine contractors.
Bid proposals were evaluated by the City’s Best Value team. That process concluded on August 25, 2011 at which point three general contractors were selected to move into the interview stage of this project. These three contractors will be interviewed by the Best Value team on September 1, 2011. Each of these three contractors submitted proposals that are within pre-determined budget parameters.
The City’s team will select a preferred contractor by September 2, 2011. Upon selection, City representatives will work with this contractor to ensure there is a complete understanding and agreement between the City, the architects and the contractor on each and every component of this project.
The contract award for this project is scheduled to be made by the City Council at their regular meeting on September 21, 2011. A ground breaking ceremony will be scheduled shortly thereafter.
Wednesday August 23th, 2011 – 85th Street Ravine Parkway Construction Update
Utilities – The watermain and sanitary sewer to serve the new public safety city hall building has been completed. Construction of a new storm sewer system has been completed except for a small portion near the bridge that cannot be constructed at this time.
Roadway – Grading for the extension of 85th Street and Ravine Parkway has been completed. This will be the entrance to the new Cottage Grove public safety / city hall building. The placement of gravel, concrete curb and the first layer of blacktop for the new roadway has been completed. The paving of the second layer of blacktop will be performed on Monday or Tuesday August 29th or 30th. The remaining layer of blacktop will be done at a later date.
Bridge Construction – Construction of the new bridge on Ravine Parkway is underway. The contractor has poured both the north and south bridge abutments. The setting of the bridge beams is scheduled for the morning of Friday August 26th.
Trail Access – The existing trail from Ravine Lake to 85th Street is closed at the north end and will remain closed until sometime this fall. This is due to the construction of Ravine Parkway and the new bridge. This creates a very hazardous condition for any pedestrian or bike traffic through this area. The placement of gravel on the new roadway has begun and will be completed this week. Placement of concrete curb could begin by the end of the week depending upon the weather conditions. There will be work this week on 85th Street west of Keats Avenue to construct a right turn lane on 85th Street.
Bridge Construction – Construction of the new bridge on Ravine Parkway has begun this week. The contractor has finished driving pile for the bridge foundations. They will begin building the forms and begin pouring that concrete abutments.

Grading – Grading for the extension of 85th Avenue to Ravine Parkway has been completed. This will be the entrance to the new Cottage Grove public safety / city hall building. Grading has also been completed for the extension of Ravine Parkway from 85th Avenue to the Washington County Service Center. The placement of gravel on the new roadway will begin by the end of the week.
Bridge Construction – Construction of the new bridge on Ravine Parkway has begun this week. The contractor will began driving pile Thursday of next week. The driving of pile should be completed by Monday morning.
Trail Access – The existing trail from Ravine Lake to 85th Avenue is closed at the north end and will remain closed until sometime this fall. Wednesday July 20, 2011 – 85th Street Ravine Parkway Construction Update
Utilities –Backfilling of the sewer system trench is being done at this time. The watermain to serve the new public safety city hall building should be completed this week or early next week. Construction of a new storm sewer system will begin this week.
Grading – Grading work is being done for the extension of 85th Avenue to Ravine Parkway. This will be the entrance to the new Cottage Grove public safety / city hall building. Preliminary grading is also being done for the extension of Ravine Parkway from 85th Avenue to the Washington County Service Center.
Bridge Construction – Construction of the new bridge on Ravine Parkway will begin early next week. The contractor will begin driving pile Tuesday or Wednesday of next week.

Mayor Invites the Community to Open House 7/7/11
The Cottage Grove City Council is hosting another Open House on the planned Public Safety / City Hall construction project and we are asking for your attendance. The event is being held on Thursday, July 7, 2011 beginning at 6:00 PM. We will have the architects, staff, and Council available to address any questions in this informal setting at the current City Hall, located at 7516 80th Street in Cottage Grove. At 7:00 PM we will have a presentation by Wold Architects describing the various aspects of the building and the site. Afterwards, citizens can ask questions of the Mayor, City Council, City staff, and the Architects.
Special City Council Meeting 6/24/11
The City Council will hold a special City Council meeting on Friday, June 24 at 6:00 p.m. in City Hall 7516 80th St. S. to authorize the bid process for the new Public Safety / City Hall facility. A presentation was given by Wold Architects which can be viewed by following this link.

The above noted website was created, ostensibly, to air concerns regarding the Cottage Grove, MN Public Safety/City Hall Project. We applaud the effort to increase discussion within the community regarding this project and encourage increased attempts to improve the accuracy of information disseminated through this media. This memo was created in response to assertions presented through the website which lack accuracy. City staff has attempted to provide accurate information through a variety of media throughout the entire project planning process.
