Mayor’s State of the City Address

2016 Annual Report Video

Commission Appointments

The Council appointed the following to Commissions:

  • •    Chris Carey to the Economic Development Authority to a term ending on March 15, 2023.
  • •    Joseph Gall to a term on the Advisory Committee on Historic Preservation ending Feb. 28, 2019.
  • •    Jeff Abelson to a term on the Planning Commission ending Feb. 29, 2020.
  • •    Herb Japs as Chair of the Advisory Committee on Historic Preservation.
  • •    Ken Brittain as Chair of the Planning Commission.
  • •    Justin Atkinson as Chair of the Arts Commission.

Insurance Tort Liability Limits
The Council authorized the City to NOT WAIVE the statutory tort limits where an individual claimant would be able to recover no more than $500,000 on any claim to which the statutory tort limits apply per staff and cCity Attorney recommendation.  The total all claimant would be able to recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000.

Belden Sanitary Lift Station Improvements
The Council adopted a resolution approving the plans and specifications and establishing an April 13, 2017 bid date for the Belden Sanitary Life Station Improvements.  This lift station services the commercial area at 80th Street and East point Douglas Road, including businesses such as HyVee, McDonalds, Wakota Inn, Walgreens, Caribou, Starbucks, Chipotle, and Noodles and Company.  The plans for the Belden Lift Station provide for an additional wet well to be constructed which will allow for the lift station to be able to accommodate the new construction of The Legends of Cottage Grove and the full build out of the undeveloped lots.

Spring Boulevard Tree Planting Contract
The Council authorized the service agreement with Hoffman and McNamara for spring boulevard tree planting in the amount of $62,991.00.

Donation of Outlot G, Eastridge Woods 2nd Addition from D.R. Horton
The Council adopted a resolution accepting the donation of Outlot G, Eastridge Woods 2nd Addition for D.R. Horton to the City.  Accepting this donation will provide additional buffer to the existing homes with the construction of Ravine Parkway, will reduce the amount of temporary easements needed for the construction of Ravine Parkway, and is contiguously connected to the existing open space.

2017 Joint Seal Coating Project
The Council adopted a resolution approving the plans and specifications and establishing an April 20, 2017 bid date for the 2017 Joint Seal Coating Project.  Seal coating is a common preventative maintenance activity in Minnesota to protect the pavement from the deteriorating effects of the sun and water.

Architectural Standards Ordinance Amendment
The Council passed the ordinance that amends the City Code related to architectural design and construction materials for non-residential structures located in industrial and commercial guided and zoned districts.  This allows for flexibility in architectural design and construction cost control that will meet both the needs of the City and developers when guided by the City’s professional staff and Council.

TH 95/Manning Avenue Safety Improvement Project
The Council adopted a resolution establishing an April 19, 2017 public hearing for the TH 95/Manning Avenue Safety Improvement Project.  MnDOT has informed the City that they plan to complete a safety improvement project on TH 95/Manning Avenue from Bailey Road to Highway 61 in 2018 and 2019 that includes widening the shoulders to eight feet, building right turn lanes at certain intersections, adding mumble strips, and a mill and overlay of the existing bituminous surface.  MnDOT will also address sight distance issues at the 60th Street/Manning Avenue intersection on the Cottage Grove/Woodbury border.  Because this project involves right-of-way acquisition, MnDOT is required to obtain municipal consent on the final project layout from the various municipalities within the project area.

CSAH 19 and East Point Douglas Road Roundabout Maintenance Agreement
The Council approved the Maintenance Agreement between Washington County and the City of Cottage Grove for maintenance of the roundabout at the intersection of County State Aid Highway No. 19 and East Point Douglas Road South.

City of Cottage Grove Part 2 Wellhead Protection Plan
The Council adopted a resolution approving the City’s Wellhead Protection Plan amendment as approved by the Minnesota Department of Health.  Wellhead protection is a requirement established by the Environmental Protection Agency in 1986 as part of the amendment to the Safe Drinking Water Act.  The City completed Part 1 of the plan in August 2015.  Part 2 of the plan includes an inventory of potential contamination sources located within the wellhead protection area that could potentially impact the quality of the water in the aquifer and establishes management strategies to mitigate the risk of contaminating the aquifer(s) within the 10-year capture zone.

Public Hearing: General Obligation Capital Improvement Plan Bonds 2017A
The Council held a public hearing for the issuance of General Obligation Capital Improvement Plan bonds for the new Central Fire Station facility.  They also adopted a resolution providing for the Sale of $9,670,000 General Obligation Capital Improvement Plan Bonds, Series 2017A.

Public Hearing: Allina Health System Bonds Host Approval
The Council held a public hearing on the Allina Health System Revenue Bond refinancing and adopted the resolution approving the issuance of bonds by the City of Minneapolis and the Housing and Redevelopment Authority of the City of St. Paul on behalf of Allina Health System.

Lennar Homes Concept Plan – Bothe/Millbrandt Properties
The Council adopted a resolution approving Lennar Homes’ concept plan for a residential development on approximately 146.52 acres of land currently owned by the Bothes and Milbrandts, located at 8180 and 8190 65th Street South.

Villas of Hidden Valley
The Council passed an ordinance approving the zoning amendment to rezone the property at 7275 Harkness Avenue from R-2, Residential Estate to R-5, Medium Density Residential District with a Planned Development Overlay (PDO).

The Council approved the Villas of Hidden Valley Planned Development Overlay Plan.

The Council adopted a resolution approving the preliminary plat for the Villas of Hidden Valley for the development of 19 lots for detached single-family residential homes.
