Public Purpose Policy for 2018
The City Council authorized the City Administrator, Elected Officials, and appointed Department Heads to establish administrative policies and procedures that are consistent with the City’s guidelines. No changes have been made to the policy in 2018. This policy, which is a clear set of guidelines to assist elected officials, employees and representatives of the City when approving the expenditure of public funds, is approved annually.

Official Newspaper Designation for 2018
The City Council designated the South Washington County Bulletin as the City of Cottage Grove’s official newspaper. The rate of publication of legal notices remains the same as 2017 at $14.60 per inch.

Cottage Grove Business Park Alternative Urban Areawide Review (AUAR)
The City Council approved the final Alternative Urban Areawide Review (AUAR) and Mitigation Plan for the Cottage Grove Business Park, satisfying all state requirements for environmental studies in that area. The AUAR allows the community to strengthen its competitiveness for industrial development.

Designate Depositories for 2018
The City Council authorized Finance Director Robin Roland to designate depositories of City funds and make bank wire transfers for investment transactions. Minnesota Statute Chapter 118A requires that the City must designate depositors of City funds on a yearly basis.

Stormwater Management Agreement
The City Council approved the Stormwater Management Agreement with Cottage Grove CSG 1, LLC. The city has been working with Cottage Grove CSG 1, LLC (Ecoplexus) to execute a stormwater management agreement related to their construction of a new solar garden to the south east of Lamar Park. This agreement requires Ecoplexus to conduct an annual inspection of their infiltration basins and provide the inspection results to the City.

Hadley Avenue Reconstruction
The City Council approved the feasibility report for the Hadley Avenue Reconstruction, called for a public hearing to be held Feb. 7, 2018, and authorized Bolton & Menk to prepare the plans and specifications for the project. Hadley Avenue will be reconstructed from 65th Street to the Woodbury border.

Summers Landing 2nd Addition Utility, Street, and Lighting Improvements
The City Council approved the plans and specifications and set Feb. 1, 2018 as the bid date for the Summers Landing 2nd Addition Utility, Street, and Lighting Improvements.

The City Council approved the issuance of rental licenses to the following properties:  6796 Meadow Grass Lane S.; 6801 Pine Crest Trail S.; 6776 Meadow Grass Lane S.; 7857 Hemingway Avenue S.; 8912 Hallmark Avenue S.; 8976 92nd Street S.; 7730 79th Street S.; 8280 Janero Avenue S.; 7030 74th Street Bay S.; 7595 Lamar Avenue S.; 8828 92nd Street S.

Conveyance of Property to Economic Development Authority
After a public hearing was held (XX spoke), the City Council authorized the conveyance of 6541 85th Street S. to the City of Cottage Grove Economic Development Authority. This site is where the municipal pool was once located. It was closed due to a decrease in attendance and an increase in operating expense, and demolished, backfilled, and seeded. On Jan. 25, 2018, at 6:30 p.m., Twin Cities Habitat for Humanities (TCHFH) will hold a neighborhood meeting at City Hall for residents to attend and ask questions about the building of three affordable workforce single-family homes on the site.

2018 City Council Meeting Schedule
The City Council set their 2018 meeting schedule.  Regular meetings, beginning at 7 p.m., will be held on Jan. 3 and 17; Feb. 7 and 21; March 7 and 21; April 4 and 18; May 2 and 16; June 6 and 20; July 18; Aug. 1 and 15; Sept. 5 and 19; Oct. 3 and 17; Nov. 7 and 21; and Dec. 5 and 19.

The meeting regularly scheduled for July 4 was canceled. Special budget workshops are scheduled for July 25 and Aug. 8 beginning at 6 p.m.

A special joint meeting with Woodbury City Council is scheduled for Feb. 1 at Cottage Grove City Hall beginning at 6 p.m.

A goal setting workshop will be scheduled at a later date.

Commission and Committee Appointments
The City Council approved the Mayor’s recommendations for Mayor Pro Tem, and Council representatives or liaisons to various commissions and committees. The appointments are:

Council Member Steve Dennis will serve as Mayor Pro Tem, and on the Economic Development Authority, the Planning Commission, the Investment Committee, the Housing Focus Group, and as an alternate on the Cottage Grove Area Chamber of Commerce.

Council Member Dave Thiede will serve on the Environmental Commission, the Historic Preservation Advisory Committee, the Parks, Recreation and Natural Resources Commission, the Strawberry Festival, the South Washington County Telecommunications Commission, East Metro Strong, and the Settler’s Island Group.

Council Member La Rae Mills will serve on the Arts Commission, the Strawberry Festival, the Red Rock Corridor Commission, the Minnesota High Speed Rail, and the Community Center Task Force.

Council Member Wayne Johnson will serve on the Public Services Commission, the Investment Committee, the Beyond the Yellow Ribbon committee, and the Cottage Grove Area Chamber of Commerce.

Mayor Myron Bailey will serve on the Economic Development Authority, and represent the City Council on the Holiday Train committee.

Jennifer Levitt, the City's community development director and engineer will be the City's liaison on the South Washington County Watershed District.
